Carl has over 44 years of experience in civil engineering. Formerly the President of Blaylock Threet Engineers, Carl joined Harbor in early 2015. His vision was to consolidate Blaylock Threet’s own diverse set of skills and services with Harbor’s to provide even more breadth of services to his clients.

During the 30+ years of leading Blaylock Threet, Carl has assisted clients throughout the state of Arkansas in the design and construction of numerous water supply and treatment systems; distribution systems, wastewater collection and treatment facilities instrumentation and control systems. An alumni of the University of Arkansas, Carl has served as former Vice President on the Arkansas Consulting Engineers Council and as a committee member on the Arkansas State Board of Health’s Drinking Water Advisory and Operator Licensing Committee. While at Blaylock, Carl served on the engineering team that developed many new technologies for the Arkansas Department of Health.
